Ini Keistimewaan Punya Mobil Listrik di Indonesia
Jakarta, Jumlah mobil listrik di Indonesia masih minim. Untuk mendorong penjualan mobil listrik, dibutuhkan insentif dan juga sederet keistimewaan sehingga para produsen mau memboyongnya ke Indonesia juga membuat masyarakat beralih. Pemerintah pun menyambutnya dengan merilis Peraturan Presiden Republik Indonesia Nomor 55 Tahun 2019 tentang Percepatan Program Kendaraan Bermotor Listrik.
Pemberian insentif soal mobil listrik tertuang dalam pasal 17. Pemerintah Pusat dan Pemerintah Daerah memberikan insentif untuk mempercepat program kendaraan bermotor listrik berbasis baterai untuk transportasi jalan. Insentif yang diberikan bisa berupa insentif fiskal maupun non-fiskal.
Dalam pasal 17 ayat 13 tercantum daftar penerima insentif dalam rangka pengembangan mobil listrik. Kesebelas penerima insentif tersebut adalah
a.perusahaan industri, perguruan tinggi, dan/atau lembaga penelitian dan pengembangan sebagaimana dimaksud dalam Pasal 7 ayat (1) yang melakukan kegiatan penelitian, pengembangan, dan inovasi teknologi serta vokasi industri KBL Berbasis Baterai;
b. perusahaan industri yang mengutamakan penggunaan prototipe dan/atau komponen yang bersumber dari perusahaan industri dan/atau lembaga penelitian dan pengembangan yang melakukan kegiatan penelitian, pengembangan, dan inovasi teknologi serta vokasi industri KBL Berbasis Baterai dalam negeri;
c. perusahaan industri yang memenuhi TKDN sebagaimana dimaksud dalam Pasal 8 dan yang melakukan produksi KBL Berbasis Baterai dalam negeri sebagaimana dimaksud dalam Pasal 9;
d. perusahaan industri komponen KBL Berbasis Baterai sebagaimana dimaksud dalam Pasal 10;
e. perusahaan industri KBL Berbasis Baterai Bermerek Nasional sebagaimana dimaksud dalam Pasal 14;
f. perusahaan yang menyediakan penyewaan Baterai (battery swap) sepeda Motor Listrik;
g. perusahaan industri yang melakukan percepatan produksi serta penyiapan sarana dan prasarana untuk penggunaan KBL Berbasis Baterai;
h. perusahaan yang melakukan pengelolaan limbah Baterai;
i. perusahaan yang menyediakan SPKLU dan atau instansi atau hunian yang menggunakan instalasi listrik privat untuk melakukan pengisian listrik KBL Berbasis Baterai;
j. perusahaan angkuta.n umum yang menggunakan KBL Berbasis Baterai; dan
k. orang perseorangan yang menggunakan KBL Berbasis Baterai.
Kemudian pada pasal 19 juga disebutkan deretan insentif fiskal yang bakal didapat. Apa saja jenis insentif fiskal yang didapat terkait pengembangan mobil listrik? Berikut daftarnya
a. insentif bea masuk atas importasi KBL Berbasis Baterai dalam keadaan terurai lengkap (Completely Knock Down (CKD), KBL Berbasis Baterai dalam keadaan terurai tidak lengkap (Incompletely Knock
Down (IKD), atau komponen utama untuk jumlah dan jangka waktu tertentu;
b. insentif pajak penjualan atas barang mewah;
c. insentif pembebasan atau pengurangan pajak pusat dan daerah;
d. insentif bea masuk atas importasi mesin, barang, dan bahan dalam rangka penanaman modal;
e. penangguhan bea masuk dalam rangka ekspor; f. insentif bea masuk ditanggung pemerintah atas importasi bahan baku dan/atau bahan penolong yang digunakan dalam rangka proses produksi;
g. insentif pembuatan peralatan SPKLU, h. insentif pembiayaan ekspor;
i. insentif fiskal untuk kegiatan penelitian, pengembangan, dan inovasi teknologi serta vokasi industri komponen KBL Berbasis Baterai;
j. tarif parkir di lokasi-lokasi yang ditentukan oleh Pemerintah Daerah;
k. keringanan biaya pengisian listrik di SPKLU; l. dukungan pembiayaan pembangunan infrastruktur SPKLU;
m. sertifikasi kompetensi profesi bagi sumber daya manusia industri KBL Berbasis Baterai; dan
n. sertifikasi produk dan/atau standar teknis bagi perusahaan industri KBL Berbasis Baterai dan industri komponen KBL Berbasis Baterai.
